Selectmen Minutes 10/06/05
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman, Conrad Dumas

Department Heads:
6:00 – Bob Marshall & John Halper – Capital Improvement Plan
Mr. Marshall discussed how the CIP (Capital Improvement Plan) became a priority.  The committee became active working on the plan in April 2005.  Mr. Marshall wanted to express how fortunate the committee was to have the leadership of John Halper.  They very fortunate to have his expertise in this area.  
Marshall further stated he has recently been in contact with Bruce Mayberry regarding impact fees.  Mr. Mayberry is a contractor who specializes in this sort of structure within communities.
Selectmen need to be thinking about how/what the future needs of Greenfield are going to become when implementing a CIP.
John Halper spoke to the fact the CIP is a work in progress, the Planning Board plans on reviewing it on an annual basis; all fiscal information is on a sliding scale and will continue to be revised on a yearly basis.  As needs change, the CIP will change along with it.  It is nothing that is etched in stone.
Mr. Halper reviewed the document provided to the Selectmen via a power point presentation.
It is very important the Board plans for the future needs of our community, and then impact fees can become a reimbursement of the needs.
Selectmen Dumas discussed the recent downtown project, by the completion of the cycle of the CIP the downtown project will have gone the 20 yr cycle, that should also be considered, as well as the elderly housing.  
Discussion followed.
Selectmen thanked them for discussing this important document.
7:00 – Recycle Attendant, Frank Pelkey – Recycle Truck
Mr. Pelkey asked if the Selectmen had considered the quote from Barry Fulton and requested to move forward on the repairs. The bid was for $723.00; Pelkey indicated Mr. Fulton stated there is no rust on framework.  With regards to hauling out of town, Pelkey stated that the Road Agent, Duffy Fox had agreed to do this, but hasn’t had time to do it. Pelkey indicated it needs to get done; the truck would be handy for this hauling.  He further discussed using the truck to do jobs around town such as, moving the benches, trash, if a tree needs to be removed etc. If he had the highway crew haul they would need to haul probably 4 times a year.
Discussion followed – Selectmen Brooks would like to have Pelkey look into the option of the surplus farm.  Selectman Dumas stated he would like to let the Dept. Head make the decision.  Selectman Rainier would like to have some suggestions for other options.
Selectmen discussed this issue further.  
Decision: Selectmen Dumas motioned to allow the Dept. Head to make his own decision regarding this matter.  Seconded by Brooks & Rainier.  Voted:  Affirmatively
7:30 – Loren White – Fire Department matters
·       Communication - Chief White wanted to publicly have it noted he apologized to Chief Giammarino for the miscommunication between them.  The issue has been resolved and is moving forward.
·       Yard Sale – The yard sale was very successful, they raised $680.00 +/- . The Dept. would like the Board’s permission to do this again before winter.  Selectmen are supportive of this fundraiser.
·       Regional Chief Meeting – There has been a recently established regional chief meeting.  Greenfield will host the meeting in January; the last one was in Dublin.  The purpose of these meetings is in hopes of better communication, equipment availability, training, emergency needs etc. all towns involved are excited and this seems very positive.
·       Hazard plan – An establishment of an emergency management program is being looked at, Chief White will provide Selectmen with a copy of the draft plan to review.
Appointments:
Resident, Gene Mitchell – Update on violations –
·       Lot R1- Map 34 - Mr. Mitchell asked about the status of follow-up on the property owned by Jarvis, identified as R1- 34.  He further stated, not only are there unregistered vehicles but now vehicles for sale.  Nothing has been done about the trailer someone is living in, not to mention two dwellings on one property is not allowed.  What is the follow up procedure.
Decision: Selectmen directed the Administrative Assistant give Code Officer, Peter Hopkins a note to address this and report back as to what action will be taken.
Budget Committee Chair, Aaron Kullgren – BudCom Update
·       Mr. Kullgren reported the BudCom had a very good meeting last night.  There was a full committee, they set calendars, discussed how often to meet and further discussed how they will work with departments to help determine 2006 budgets.  They will also discuss capital assets; each committee member will be assigned to two departments.

Sewer Use Ordinance –
Motion by Selectman Rainier, to accept the sewer use ordinance as written.  Seconded by Selectmen Brooks & Dumas.  Voted: Affirmatively
Review Contract for Oak Park – Will review at a later date
Church Lease – Will review at a later date
Barn Easement – Will discuss this at the next meeting
Majeski/Shiel – There is nothing to report
Other Business:

Complaints – The central office reported two complaints that were reported by residents this week.
·       Scarecrows’ hanging on crosses is in bad taste and should be removed.  They offended some Greenfield residents.
·       Karate participants changing in the meeting room while meetings were being held. They should use the bathroom.
Brantwood Camp – Selectmen reviewed a letter received from Brantwood Camp, rejecting our request to discuss PILOT
Daffodil Bulbs – Karen Day has received the 800 bulbs, wondering when they can be planted.  Selectmen discussed, they will be ok for a while.
With no further business, meeting adjourned at 9:00 p.m. The next scheduled Selectmen’s Meeting will be Thursday, October 13, 2005 at 5:45 pm. The Traffic Flow Hearing will be held that evening, the next Selectmen’s Meeting will be used as a working session, no appointments will be scheduled.
